France Houle

France Houle, Ad. E., has been a professor at Université de Montréal’s Faculty of Law since 1999, and Dean of the Faculty since 2019. Her areas of specialization are professional law, immigration law, administrative law and the reform of regulatory systems.  In recent years, she has developed a research partnership conducting research on the Canadian professional board’s regulatory systems governing the recognition of the professional qualifications in Canada of immigrants trained abroad, and their compliance with fundamental rights such as the right to equality, mobility and free movement.  The impact and importance of her research has been recognized by the Quebec Bar, which awarded her the distinction of Advocatus Emeritus in 2023.
